The Luxembourg AI Factory's service catalogue unveiled at the Data Summit 2025
At the opening of the Data Summit Luxembourg 2025, the Minister for Digitalisation and Minister for Research and Higher Education, Stéphanie Obertin, emphasised in her speech the strategic importance of the Luxembourg AI Factory, the national initiative designed to structure and accelerate the adoption of artificial intelligence across all economic sectors in the country. In her address, the Minister highlighted the new service catalogue of the Luxembourg AI Factory, presented at the Summit.
Announced at the end of 2024 with the support of the Ministry of the Economy, the Ministry of Research and Higher Education and the EuroHPC Joint Undertaking, the Luxembourg AI Factory is the national platform dedicated to the responsible and secure adoption of AI. It is supported by a consortium composed of LuxProvide, Luxinnovation, the Luxembourg National Data Service (LNDS), the University of Luxembourg and the Luxembourg Institute of Science and Technology (LIST), as well as a network of public and private stakeholders. The Luxembourg AI Factory forms part of the network of 13 AI Factories established within the European Union.
After several months of consultation with all consortium members and partners involved, the Luxembourg AI Factory's service catalogue is now available. Targeting companies, start-ups, public administrations and research players, the services of the Luxembourg AI Factory provide support to ensure the safe, efficient and compliant adoption of artificial intelligence.
With the rapid rise of artificial intelligence, organisations are facing major challenges: defining clear objectives, ensuring data quality, accessing sovereign infrastructure, shortages of technical skills, and meeting regulatory requirements reinforced by the EU AI Act. Luxembourg is responding to these challenges with an integrated approach that combines sovereign infrastructure, sector expertise, strategic support and financial assistance within the Luxembourg AI Factory, coordinated by the national innovation agency Luxinnovation as a single point of entry.
A comprehensive service catalogue structured around six pillars
Covering the entire life cycle of an artificial intelligence project, from initial concept to large-scale production, the Luxembourg AI Factory's service catalogue offers six pillars of support. Through these services, the Luxembourg AI Factory can help to:
- Assess & Accelerate
The Luxembourg AI Factory can help conduct a maturity assessment, clarify objectives and define a realistic action plan to transform exploration into a concrete roadmap. The aim is to ensure that every project is built on solid foundations and maximises its impact.
- Upskill & Train
The Luxembourg AI Factory coordinates between 140 and 200 training courses per year, ranging from awareness-raising to operational mastery and specialised training. This offering helps develop the next generation of AI talent in the country, while ensuring that no one is left behind in the digital transition.
- Connect
The Luxembourg AI Factory can put organisations in touch with technical experts, sector specialists, academic partners or European initiatives. It can also facilitate data discovery and access, which is essential for training and testing AI models. The Luxembourg AI Factory positions itself as a catalyst for innovation and a focal point for both the national and European ecosystems.
- Fund
The Luxembourg AI Factory facilitates access to national aid for Research, Development and Innovation, as well as to European programmes such as Horizon Europe or Digital Europe. This support helps accelerate projects while reducing financial risks – a decisive advantage for SMEs and start-ups.
- Build & Test
The Luxembourg AI Factory supports the development and validation of AI solutions, including experimental development, the use of regulatory environments (sandboxes), data management support, and the application of compliance principles relating to the GDPR and the EU AI Act.
- Scale & execute
The Luxembourg AI Factory provides support during the transition to production: data management, operational deployment, model supervision, lifecycle governance and integration into existing systems. Organisations can thus harness the full potential of AI on a continuous basis, relying on sovereign infrastructure that guarantees performance, security and resilience.
Stéphanie Obertin comments: "Thanks to the integrated approach of the Luxembourg AI Factory, Luxembourg is becoming a key player in building a robust, ethical and sovereign European AI ecosystem. As an active member of the EuroHPC programme and closely connected to the other AI Factories, the Luxembourg AI Factory contributes to the dissemination of good practices and to the creation of cross-border synergies."
The Minister of the Economy, SME, Energy and Tourism, Lex Delles, said: "Thanks to the range of services offered, the Luxembourg AI Factory strengthens the competitiveness of SMEs and accelerates innovation within companies. This initiative also supports the country's strategic sectors – finance, space, cybersecurity and the green economy – while remaining open to all industries and businesses, thus reinforcing Luxembourg's position in the AI and data ecosystem."
Mario Grotz, CEO of Luxinnovation, adds: "With this service catalogue, we confirm our ambition for the Luxembourg AI Factory: to enable any organisation to adopt AI in a sovereign, secure and compliant framework, turning complexity into concrete opportunities. By bringing together infrastructure, expertise, funding and training within a single model, our aim is to remove traditional barriers and offer organisations the confidence to embark on AI-driven developments."
