Homologation of foreign higher education law degrees (access to CCDLs)

Homologation is the form of recognition of a foreign degree in law, which is still required for admission to the complementary courses in Luxembourg law – cours complémentaires en droit luxembourgeois (CCDL). It applies only for that purpose.

Holders of the right to practise the profession of lawyer in another Member State of the European Union are in most cases exempted from the homologation procedure and may apply directly for authorisation to practise as a lawyer in Luxembourg at the Ministry of Justice – ministère de la Justice.

Application for Homologation

The application form for homologation of foreign higher education law degrees must be filed to the ministry of Research and Higher Education along with the following supporting documents

  • The application form duly completed and signed:
  • an academic and professional CV; 
  • a copy of an identity document; 
  • a copy of the Luxembourg or foreign secondary school leaving diploma – diplôme de fin d’études secondaires –, or of the Luxembourg or foreign diploma of technician – diplôme de technicien – in the speciality corresponding to the higher education studies;
  • if the secondary school leaving diploma was awarded outside Luxembourg: a copy of the Luxembourg recognition decision issued by the Ministry of Education, Children and Youth – ministère de l’Éducation nationale, de l’Enfance et de la Jeunesse
  • a copy of the certificate of admission to the university or higher education institution, or a document officially stating the date on which the higher education study cycle has begun;*
  • a copy of any intermediate higher education diplomas obtained;*
  • a copy of the higher education qualification to be the object of the homologation;*
  • a copy of an official statement of subjects and practical experience relating to all higher education studies (transcript, diploma supplement, etc.);*
  • proof of payment of the fee: debit note/bank statement;
  • the indication of a mail address in Luxembourg;
  • if applicable, any other useful document.*

* Documents in the original language must be accompanied by a sworn translation into English, French, German or Luxembourgish, if the original language is different: List of sworn translators, by the Ministry of Justice – ministère de la Justice.

A decision to refuse homologation does not entitle to a refund of the fee.

The decision is communicated in the form of a ministerial order and is sent by regular mail. In the event of refusal of Homologation, the means of appeal are explained in the letter, but are also available under the heading Means of appeal.
